BBMP revamps department handling building plan approval, OCs


In order to make sure that the approval of projects and the issuance of commencement and occupancy certificates, the BBMP (Bruhat Bengaluru Mahanagara Palike) has recently decided that they are going to add one more wing with the earlier two wings to the TPD (Town Planning Department). Previously the Town Planning Department was divided into two different departments that are the north and south department but now another wing called the central wing had been added. Due to this revamping of the town planning departments by BBMP, there are hopes that the process of issuance of commencement and occupation certificates and the sanction for building plans will get fast-tracked. The wings have confirmed that they are going to ensure that the entire process becomes an online one. 

In the current time the process of issuing commencement and occupation certificates and the sanction for building plans almost takes a month long time that too if all the papers and documents are ready and in order. Though there had been plans in the part of bringing whole process online, the plan was never properly implemented. But now the third wing that has been created was put together from the group that was previously looking after that complains of plan- deviation. Since those group of people were seemingly remaining jobless for more than almost ten years, the squad was therefore dissolved and everyone was reassigned with new jobs in the newly put- together third wing. As mentioned before, the north and south wing that were present before the introduction of the third wing had the responsibility of looking after eight zones of the city but now with a new wing in the scene the entire jurisdiction is set to be re- arranged into three separate zones that are north, central and south respectively. As per Manjunatha Prasad who is the commissioner of BBMP (Bruhat Bengaluru Mahanagara Palike), the introduction of this new operating wing will ease out the burden of the two previously operating wings and will play a major role in ensuring that the entire process of approval becomes online (something that the Bruhat Bengaluru Mahanagara Palike) had been planning and trying to do for a long time now. An order has already been issued in the regard of this the commissioner of Bruhat Bengaluru Mahanagara Palike on the 3rd of July. The order mentions that in accordance to the new revised and revamped pattern all the three wings - including the newly formed third wing, apart from the existing two wings (north and south), are going to work on initiating the sanction of the plans and the process of issuing the commencement certificates & the occupation certificates. Also all the three wings are to ensure that the plans of bringing the entire process online gets implemented smoothly without delay. The commissioner of Bruhat Bengaluru Mahanagara Palike has however also maintained that approval from the department of urban development will be sought out any kind of arrangements that were made by the administration. But up until then the department of town planning will be working under three heads. He also mentioned that another order will be further issued after an approval is issued from the department of urban development.

In the current situation the entire process of sanction of the plans and the process of issuing the commencement certificates & the occupation certificates taken almost or more than a month as mentioned earlier but it is being assumed that with this revamping of the town planning departments the online process is expected to speedup the approvals and reduce the duration to approximately 7 to 10 days.
